Halsey Trails Club

By Vicki McCarty

A new chapter of NOHVA has been organized.  The new chapter is called the Halsey Trails Club.  The first informational meeting of the Halsey Trails Club was held on Saturday, January 27th at North Platte, Nebraska, at Nebraska Machinery.  Just over 20 people attend the meeting.

Chuck McCarty introduced himself and thanked everyone for coming and explained the reason for meeting was to set up a Halsey Trail Chapter.  Also discussed included items about the Halsey Trails Committee, Halsey Trail Goals, and how to become involved in the Halsey Trails Club.

Patti Barney, District Ranger from Nebraska National Forest, talked about what the Forest would like to see happen. According to District Ranger Barney, the Forest Service would like to make it better for ATV riders, but we need more interest and help. We have 7 forest protection officers that can't do everything. We need volunteers for different things:

Remove sand under jump ups, sand along side of trials so that trees do not get damaged, and help promote safe riding.

About 99% of the riders are riding safely but there are still those who don't.  It is important that we all work together to help to protect animals and resources in the forest.

Those at the meeting were reminded that there are many users of the forest including campers, horseback riders and hikers.  If you see someone riding reckless, please find a forest ranger and tell them.

One of riders asked about having a trail from Halsey to forest is possible.  District Ranger Barney said the restaurant and motel in Halsey maybe closing, so there maybe nothing in Halsey to ride to.  Thedford is interested in a trail from forest to Thedford. But for this to happen the town will need to meet with Thomas County and the Nebraska Dept. of Roads. It may help because the forest is connected to Scenic By way and may receive national designation. At the present time the Forest does have trail maintenance dollars but that is only about $7000 thousand dollars, and that doesn't go very far between five units.

District Ranger Barney continued in saying that it is very important that ATV riders be considerate of others that enjoy forest such as Horseback riding, campers, who those who enjoy piece and quiet.   People can ride in the camp grounds only from 10 A.M. to 10 P.M.   Ride slow through camp grounds.   Earn others respect.  About 30 people ride a day in the forest during the winter and May through September maybe 60 day. We can have a group fun ride if there are fewer than have under 75 people it is free.   Groups over 75 people must obtain a permit first.  People can rent a picnic shelter from Reserve American USA.

Halsey Trails Club Meeting Minutes

First Halsey Club Meeting was called to order by Dan Nitzel, Business Manager of NOHVA.  Dan stated that NOHVA Board of Directors had voted to accept the formation of a new Halsey chapter.  This meeting was held, February 18th at the Holiday Inn in Grand Island with 23 members present.  The first order of business was to decide if a Halsey Trails Club was wanted.  A motion was made and passed.  A new chapter of NOHVA was created.

There was discussion on membership application and how people should mark it.   If people want to support only the Halsey Trails Club, they should be sure to check only that chapter.  People who check only one chapter will see half of their membership fee’s refunded back to the chapter.  Insurance for the new chapter was discussed, as well as by-laws, and Articles of Corporation.

One goal is to get all concerned involved in maintaining trails, such as horse back riders, campers, and hikers.  So far, plans are to have a work day once a month, if possible. It is important to create a new identity about how is running the trail maintenance program with NOHVA at Halsey.

The new club can have fund raisers.  For now, NOHVA will pay for materials for work days.  The chapter cannot sign contracts without NOHVA Board of Directors approval.

Officers were elected.

Chuck McCarty of North Platte was elected for President.

Rodney Kunard of Cozad was elected Vice President.

Vicki McCarty was elected Secretary.

LaRay Trembly was elected Treasurer.
